Where are all these mobile app "earn money" companies getting their gift cards from?

If I was running a scam giving people 50 cents an hour on a mobile app I would want the cheapest way of finding ways to get gift cards.

Do they just buy like 10k in gift card bulk from azon and get a discount or something?
