I wouldn't say it's just US lobbying. Europe has been neutering it's own capabilities for a while, sometimes by bad bureaucracy, sometimes by the populace, or by EU countries being bad at working together. (I'm looking at you Tempest/ EU 6th Gen development program(s))
Germany comes to mind for a lot of those. If you Google Heckler and Lock lawsuit you'll see just how litigious EU mic is. Also Germany allowed public opinion to sway their ability to have weaponized drones.

Do you not remember when ISIS almost took over all of Iraq? How everyone in the region was desperately pleading for the U.S to do something about ISIS?
Despite what Donald Trump said, ISIS is far from defeated. We also aren't abandoning the Kurds. Without the United States in the region Turkey would be bombing them indiscriminately. The US is pretty much in the position of damned if you do damned if you don't.
The better position is to stay in a limited support role. There aren't US forces openly clashing with combatants. They're providing air support, local signals, intelligence and fire support.

I'm just saying it's the same rules that give them the power to decide on enforcement. Also all of them are enforcement agencies. The EPA does have federal agents that have the power to arrest. The EPA decided to have less cops in their agency because it is not the nature of their agency. The DEA and ATF decided to have more cops in their agencies because it is the nature of their agency.
