It's a double-edged sword.
Trying to regulate will be an impossible task in that personal irresponsibility, susceptibility to scams (like fake THC oils and unbelievable health claims), and escapism (due in part by poverty and despair) are chronic national problems. Then there will be employers complaining about absentee employees, as well as the potential for getting into accidents. For legalization, a complex collection of rules and regulations will have to be produced, but enforcement will be a nightmare.
Chronic should be hit by those who are responsible enough, and knowing when it's time to put down the tooter.

A successful streaming service needs more bandwidth. If the service is faltering it's because either the app is poorly designed or their media servers cannot keep up with consumer demand. Much like how our telco-ISPs are "oversubscribed".
